Citizens Bank of Edmond and Parlay Finance team up to simplify access to business financing through ROGER.

A connection made at an AMBA summit has developed into a partnership designed to help service members, veterans and military spouses pursue business ownership.

Announced September 28 during MBS2026, the partnership brings Parlay Finance’s Loan Intelligence System to ROGER, Citizens Bank of Edmond’s digital banking platform serving the military community. The initiative aims to simplify small-business lending by automating application intake and borrower verification, giving lending teams more complete information earlier in the process.

The AMBA connection began a year earlier. According to the announcement, Citizens Bank of Edmond President and CEO Jill Castilla and Chief Lending Officer Josh Pape met Parlay at MBS2025, AMBA’s 2025 summit, held in Colorado Springs. Those conversations helped identify an opportunity to give lenders more time to guide military-connected entrepreneurs. The partners plan to extend the technology to Citizens Bank of Edmond’s other small-business lending products following the ROGER launch.

For military families, entrepreneurship can offer a path to economic opportunity, but navigating business financing can be a demanding part of that journey. This partnership seeks to reduce administrative friction while preserving the bank’s role in evaluating applications and supporting borrowers.

Citizens Bank of Edmond and ROGER are AMBA members. Their collaboration with Parlay illustrates how community banking expertise and financial technology can come together around the needs of those who serve.

It also reflects the purpose of AMBA’s convening work: connecting institutions, encouraging innovation and building partnerships that strengthen military banking. Turning a summit introduction into a service focused on military entrepreneurs is a practical example of where military banking moves forward.
