Mr. Fran DuFrayne serves as the Director of Government Relations for the Military Family Advisory Network (MFAN), a national non-profit that works to understand and amplify the needs of military-connected families and inspire data-informed change. He is responsible for helping shape and execute MFAN’s government relations strategy and leading its policy and advocacy efforts. Previously, Fran worked as a consultant, a non-profit executive, and a federal government employee. In government service, Fran served as a career civil servant in the Department of Defense, including as a Special Assistant in the Office of the Deputy Secretary of Defense, a Budget Analyst in the Office of the Under Secretary of Defense (Comptroller), and a Policy Analyst in the Office of the Under Secretary of Defense for Policy. Fran also served as a Program Examiner in the National Security Division at the Office of Management and Budget, and as a Legislative Assistant in the office of a United States Senator. He started his career in Washington as a staff member at a national security focused think tank. Fran served in the United States Marine Corps, in both the active duty and reserve components. His service included multiple overseas deployments. Fran holds a B.A. in History from Providence College and a J.D. from the University of Louisville’s Brandeis School of Law.
