Mr. Terry Rouch - Association of Military Banks of America

Mr. Terry Rouch has served as Assistant Director, Loan Policy and Valuation within the Department of Veterans Affairs’ (VA) Loan Guaranty Service (LGY) since June 2020, where he helps shape policy governing the VA Home Loan Guaranty program, a benefit that has helped millions of Veterans achieve homeownership since its inception in 1944.

Mr. Rouch brings more than 30 years of mortgage banking experience to this role. Prior to joining VA, he held senior leadership positions at the Federal Deposit Insurance Corporation (FDIC) and the Federal Housing Administration (FHA), where he worked at the intersection of housing finance policy and federal banking regulation.

Mr. Rouch’s most notable assignment came during the 2008 housing crisis, when he was appointed Receiver of IndyMac Bank, one of the largest bank failures in U.S. history at the time, with $32 billion in assets and a $175 billion mortgage servicing portfolio. As Chairman of the new charter under conservatorship, he led the institution through an unprecedented stabilization effort, ultimately directing its sale to an investor group led by former U.S. Treasury Secretary Steven Mnuchin. The experience placed him at the center of the nation’s response to the mortgage crisis and shaped his enduring focus on sound banking practices and consumer protection. He was also a key member of the team that established the Office of Complex Financial Institutions, created in the aftermath of the financial crisis to oversee the resolution policies for the nation’s largest and most complex banks.

Beyond his government service, Mr. Rouch has held numerous leadership roles across the financial industry. He has served as Chairman of a nationalfederal credit union and as a regulatory committee member with the National Association of Federally Insured Credit Unions, contributing his perspective to national credit union policy discussions. In addition, he has helped launch and advise several banking startups, drawing on his regulatory and operational background to guide de novo financial institutions.

Mr. Rouch is deeply committed to VA’s mission of expanding homeownership opportunities for Veterans and their families, a commitment rooted in his own service. A veteran himself, he served in the U.S. Navy, the Naval Reserves, and a U.S. Coast Guard Auxiliary Flotilla Commander.
